(The Headline – "2 Calif. health insurers to pay $13M for dropping clients")

"This fine sends the message that if you come into California to sell health insurance, YOU MUST PLAY BY THE RULES," said Cindy Ehnes, the director of the state’s Department of Managed Health Care." [caps mine]

This quote tells me two things. 1. If I want to do business as a health insurance company in CA, I need to know the rules, and evaluate whether or not I want to operate under that socialist system. 2. As many other businesses have done, it tells me to cut my losses and move to another state. Let California rot on the vine, so to speak, as it is doing. They, like the rest of us, deserve the politicians, and their appointees we vote, or fail to vote, for.

Lawyers & politicians all speak another language.
Just like the health care bill of 2,700 pages. Only lawyers attempt to understand it and it has to be studied..
    I wonder who wrote it..
The article seems to indicate that health insurers in some way broke CA law and are paying fines.. Not a very well written article..
